First, yes blender uses ffmpeg. Second, where you mention mask editing in the compositor, blender has visual mask editing in the uv/image editor as well as the movie clip editor (for motion tracking). Both can be used to animate the mask, with the movie clip editor making it easy to attach the mask to tracking points. The same masks can be edited in both editors and both square and circle masks can be added instead of using manual point creation.
